_PROJECT ENGINEER_
Hiring Salary : $27.58 per hour
Salary Range : $27.58 - $36.58 per hour
Opening:
There is one full time opening for a Project Engineer in the Public Services Department - Water Resources Division. Serves as technical lead for complex Surface Water engineering projects providing senior level technical and professional expertise. Acts as the technical support person to Yakima County elected and senior staff officials on design of flood control and stormwater facilities at varying levels of detail (preliminary to final); including Drainage Improvement District facilities; Levees, hydraulic, hydrologic and stormwater modeling; and managing contracts for consultants and project construction. _This recruitment may be used to fill other Project Engineer positions within 90 days of the closing of this recruitment._
Selection Procedure:
_Applications and required supplemental questionnaires will be accepted until 4:00 p.m., Thursday, December 18, 2014._ Applicants will be evaluated on the basis of past experience and training. Applicants claiming veteran's preference eligibility will be required to complete the Application for Veterans' Preference Form.
ESSENTIAL JOB FUNCTIONS:
Complete project designs, calculations and cost estimates related to hydrology, hydraulics, flood hazard reduction fish passage, stormwater drainage, and water quality. Provide assistance to Public Services professionals. Prepare and run hydrologic/hydraulic models to help support Surface Water project designs. Provide assistance and QA/QC to Surface Water, Public Services engineers and others regarding stormwater quantity and quality treatment designs and operation and maintenance requirements.
Manage contracts/consultants responsible for conducting multi-objective surface water related projects; reviews, conducts QA/QC, and accepts consultant products for County requirements. Projects may include flood mapping, flood mitigation, stream restoration and fish/wildlife enhancement, flood planning, levee construction, stormwater facilities and field data collection studies. Prepare scope of work, budget, timeline, selection criteria, QA/QC requirements and BOCC agenda items.
Perform drainage plan review and comment on Public Services projects, public and private projects where review and approval by Public Services is required.
Perform GIS and Auto-CADD work related to Surface Water Management Division projects. Including: design drawings; preparing files for interface with hydrologic models; preliminary mapping in GIS; mapping of storm drainage components; mapping of stream inventory data. Work closely with County GIS Department on standards, methods, and final mapping and placement onto the County GIS.
Perform Drainage Improvement District (DID) investigations, alteration review, and assist with strategic planning and operation. Assist with DID complaints and problem calls from the public including field investigations. Determine existing pipe sizes and materials for DIDs.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Work requires both office and field work and may involve interaction with hostile individuals. Requires driving, climbing, reaching, standing, walking on sometimes uneven terrain, wading, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions. Rated as Medium Work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
MINIMUM QUALIFICATIONS:
Knowledge of:
Methods and principals of storm system construction and drainage design, development standards, land use review; Methods and principals of river stabilization design, standards, and construction oversight; Methods and principals of sub-surface drainage system construction design, engineering standards, and drainage project oversight; Engineering theories and principles as practiced in the State of Washington; Related disciplines such as planning, soils analysis, hydraulics and hydrology; Materials and safety precautions used in engineering projects; Methods and techniques of meeting facilitation, project management, and customer service.
Skill in:
Managing and coordinating complex engineering projects; Providing technical advice to professional level staff; Inspecting projects for compliance with rules and regulations; Writing contract specifications; Reading and interpreting maps, blueprints, schematics, plans and specifications; Designing engineering projects; Drafting designs and plans; Making complex mathematical calculations; Tracking and monitoring records for projects; Managing complex construction contracts; Conducting project inspections; Preparing pay estimates; Using computers and related software applications; Establishing and maintaining effective interpersonal relationships at all organizational levels and with the public; and Communication, both oral and written, sufficient to give and receive information and to facilitate meetings and project work.
_Experience and Training_ : Bachelor's Degree in Civil Engineering and 4 years of professional engineering experience including stormwater and flood control ; OR an equivalent combination of education and experience which provides knowledge, skills, and abilities sufficient to successfully perform the essential duties of the job.
Required: Registration as a Professional Engineer in the State of Washington. Applications will be accepted from registered engineers residing in another state, and appointments of such individuals shall be contingent upon obtaining the Washington State registration.
Possession of a valid Washington State Drivers' License is required at time of appointment.
Note: This is a Yakima County Public Services Department Clerical, Technical & Professional Employees Group Bargaining Unit Position. As a condition of employment a selected candidate is required to become a member of the Unit or pay representation fees per the negotiated contract.
SELECTION PROCEDURE:
First consideration will be given to employees of the Public Services Department. Second consideration will be given to other County employees. Third consideration will be given to the general public. Applicants will be evaluated on the basis of the applications, the required supplemental questionnaire, past experience and training. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
